Winners Call for Proposals: Responsible Solutions in the Smart City
We have two winners for our Call for Proposals: 'Responsible Solutions in the Smart City'!
With this challenge we were aiming for practical examples of design for values in the Smart City. We granted two great projects. We were searching for TU Delft academics who could offer fresh perspectives and innovative ideas to bridge the gap between public values and smart city technology. Our lab will offer financial support and resources to transform their concept into a tangible prototype in the vibrant city of Amsterdam.
🏆 Lion Cassens, Phd candidate at TU Delft
Lion Cassens, Phd candidate at TU Delft, proposed the project, "Listening to our Cities: Understanding how noise pollution is perceived with smart sensors and human feedback," in which he addresses a critical issue in urban environments – noise pollution – and seeks to enhance current noise monitoring efforts through a combination of smart sensors and citizen feedback. The goal is to create a more comprehensive understanding of the urban soundscape and its impact on residents. Community involvement in sensor placement and public displays ensures relevance to residents. Ultimately, his research will enable targeted noise mitigation efforts, as well as the preservation of positively perceived soundscapes.
Noise sensors are a great tool to monitor urban noise, but citizens seldom get the chance to review the sensor data and to add how they perceive the soundscape. The Responsible Sensing Lab is the perfect partner to incorporate such citizen feedback into noise monitoring.”

Lion Cassens
Lion Cassens is a PhD candidate at the CityAI Lab, Delft University of Technology, where he researches human perception of urban noise pollution. He has a background in software engineering and obtained a MSc in "ICT in Business" from Leiden University.
The urban soundscape consists of sounds from many different sources, all with their own unique features. In his multidisciplinary approach he utilizes smart sensing, machine learning, and human feedback to study the perception of soundscapes
🏆 Sem Nouws, Phd candidate at TU Delft
Sem Nouws' PhD research focuses on the potential harms caused by public algorithmic systems and how these harms relate to design processes within public organizations. His study proposes institutional interventions based on socio-technical systems thinking, democratic theory, and Rule of Law theory to align design processes of algorithmic systems with principles of public administration. During this granted project, together with Responsible Sensing Lab, he will transform these interventions into practical implementations for a simulation involving public servants at the City of Amsterdam, aiming to evaluate their impact on design processes of algorithmic system.
I am excited to test my ideas about improving design processes of public algorithmic systems in practice that hopefully can contribute to establishing adequate control over AI and algorithmic systems used by the Municipality of Amsterdam.”

Sem Nouws
Sem is a PhD candidate at the faculty of Technology, Policy and Management at Delft University of Technology. He researches the design process of public algorithmic or AI systems by doing empirical analyses and design science research. Sem has a background in complex systems engineering and law.
